This position is located with Bonneville Power Administration, in the Portfolio Delivery (TEPP) organization of Transmission Project Management (TEP), Transmission Engineering (TE), Transmission Services (T).
A successful candidate in the Contract Administration Analyst position will serve as a Contractng Officers Representative performing duties for the Secondary Capacity Model (SCM) portfolio, including managing access and managing the contractor team's use of BPA information.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as: Experience in developing internal business processes associated with overseeing and initiating various contract services (i.e., technical, support services, etc.), including analysis and review of expenditures and individual contractor reporting and invoices submitted to ensure conformance based on terms of the contract and accounting information accuracy.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required.
