You will serve as a FINANCIAL MANAGEMENT ANALYST in the U.S. FLEET FORCES COMMAND, COMPTROLLER DEPARTEMENT (R800), ACCOUNTING DIVISION (R820) of TRIREFFAC KINGS BAY.

Duties

You will use a government accounting system in order to record financial transactions, make adjusting entries in the accounting system to financial records and correct erroneous accounting conditions. You will analyze invalid transactions and correct invalid accounting conditions such as unmatched disbursements, abnormal accounts payables, negative unliquidated obligations, interface file errors. You will review and analyze federal contracts and obligate contracts in accordance with the structure of the contract CLINs. You will use Wide Area Work Flow (WAWF) system to certify and pay invoices from vendors for federal contracts. You will analyze a large volume of financial data and determine the impact on financial status. You will manage and process MILSTRIP transactions in the accounting system and understand the impact that advice codes, CARCASS charges, DLARs, Product Quality Deficiency Report (PQDRs), etc. have on MISTRIP transactions in an accounting system.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • For level 1, the incumbent must earn and complete 40 hours continuing education (CET) every two years.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing financial data to advise managers or senior leaders on costs or overall financial status of program; Experience conducting analyses, and research to verify accuracy of data and reports; Experience performing analysis to recommend, defend, or justify funding decisions; Experience analyzing financial execution against historical trends; Experience interpreting the intent of financial statutes, agency regulations, policies, or guidelines related to government procurement and contracting; Experience interpreting the intent of financial statues, agency regulations and financial management regulations to provide guidance concerning accounting and financial actions; Experience reviewing procurement requests for compliance with appropriation law and government purchasing regulations; Experience serving as a certifying official for disbursement of appropriated funds. . GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using financial or management systems to research, extract, and analyze financial data. Experience developing financial reports for various accounts. Experience using an accounting system to record financial transactions, make adjusting entries, and correct erroneous accounting conditions. . 2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related


Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
