This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Medicare Parts C and D Analysis Group.
As a Health Insurance Specialist, GS-0107-13, you will review, analyze, and evaluate proposed legislation, regulations and other administrative actions for CMS' programs.
Duties
Conducts legislative, economic, and policy analyses related issues under Parts C and D of the Medicare Program.
Develops, recommends, and prepares legislative policies and proposals for consideration by senior policy officials in the Agency and Department for inclusion in the President's budget and legislative agenda.
Analyzes and reviews regulations, sub-regulatory guidance, issue papers, OIG reports, GAO reports, Reports to Congress, Congressional correspondence, press releases, and other Agency policy and operational documents.
Provides (or coordinates) technical consultative services to congressional members, their staff on legislation and related CMS activities often in collaboration with the Office of the Assistant Secretary for Legislation.
Reviews and prepares responses to press articles, external reports and studies, congressional statements, and proposed legislation to identify potential policy and technical issues and other concerns.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Working with Members of Congress or their staff on legislative interests or concerns; and (2)Producing written documents, such as briefing documents, reports, issue papers, or decision memoranda regarding the Medicare program; and (3) Conducting analysis of Medicare legislation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
