You will serve as a Supervisory Postal Operations Specialist in the Postal Products and Services (Postal P&S) Branch, NAVSUP Fleet Logistics Center-Norfolk (FLCN) of NAVSUP FLC NORVA GF.
Duties
You will direct, develop, evaluate, coordinate and plan programs to meet mission requirements of the division.
You will provide recommendations for policy and procedural improvements.
You will provide extensive knowledge of postal operations afloat and ashore to include receiving, shipping, distribution delivery of mail and the employment of postal equipment.
You will possess thorough understanding of the Automated Military Postal System (AMPS) to include management of postal personnel and their AMPS access, mail routing, scanning and tracking.
You will have extensive knowledge of DoD and DON security regulations, and disposal regarding postal items in order to develop and implement mailroom security plans, enabling employees to recognize and evaluate threats received through mail.
You will possess excellent oral and written communication skills to prepare comprehensive reports to senior management, resolve conflicts and socialize new ideas and concepts.
You will plan, organize and conduct studies involving work operations, practices and procedures of mail facilities and provide technical guidance, assistance, direction and recommend policies to managers.

Qualifications
Your resume must demonstrate at least one year of Postal Operations Specialist specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating extensive knowledge of Federal mail policies and regulations, USPS Financial requirements and procedures, and postal administration and operations, as well as utilizing qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of all postal products and services sufficient to conduct informal and formal investigations, including customer complaints, audits, analysis of mail processing and delivery activities, workload recording, mail security, mishandling of mail, equipment and supply use. Examples of specialized experience must include 1) Leading, mentoring, and/or training employees performing mail operations work; 2) Interpreting and advising others on mail policies and regulations; 3) Conducting investigations and assisting with researching irregularities regarding postal funds, mail, and administrative procedures and ensuring proper corrective actions have been taken; 4) Developing and recommending new policy and program guidance; and 5) Utilizing Automated Military Postal System (AMPS).
