The primary purpose of this position is to provide Subject Matter Expertise in Manpower, Personnel, and Services for the Air Force District of Washington (AFDW), responsible for formulating program goals, plans, and policies. Works with the director, sharing the strategic vision and overall management of the directorate on all civilian and military personnel issues.

Duties

1. Plans, organizes, and manages the activities of the directorate with the director, and serves as one of the primary advisors to the MAJCOM Commander on all civilian issues. 2. Exercises supervisory personnel management responsibilities. 3. Conducts, leads, and/or participates in special projects and initiatives and performs special assignments that typically involve long-range, highly complex, and often politically sensitive topics. 4. Represents the Manpower, Personnel, and Services Directorate with a variety of installation and functional area organizations.

Requirements

  • This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Secret security clearance.
  • PCS expenses ARE authorized and will be paid IAW JTR and Air Force Regulations.
  • This is a CENTRALLY MANAGED position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Duties will involve irregular or extended hours include 24/7 telephone standby, primarily during major exercises and operations.
  • All federal employees are required to have direct deposit.
  • Disclosure of Political Appointments.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices, and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; (2) Knowledge of personnel management, EEO, and safety and security regulations, practices and procedures; (3) Manages the development of command-wide, long-range personnel plans, program goals, policies, and procedures dealing with the Planning, Programming, Budgeting, and Execution System (PPBES); (4) Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
