You will serve as a Supervisory IT Specialist (PLCYPLN) in the ACIO/Information Technology Division; Corporate Operations Department of NAVSURFWARFCTR PANAMA CITY DIVISION. If selected, you will serve as the Code 1043 Cybersecurity Branch Head and perform first level supervisory duties.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
Duties
You will execute the Cybersecurity (CS) Branch mission within the Warfare Center.
You will supervise IT Specialist personnel to ensure that they are meeting Warfare Center CS mission requirements.
You will provide oversight, support, and validation for Command Information Systems (IS) utilizing the Risk Management Framework (RMF) Assessment and Authorization process.
You will provide oversight and verify the Command’s Vulnerability Remediation Asset management (VRAM) program execution and reporting.
You will provide Cybersecurity (CS) technical support and guidance and develop CS policy and implementation plans in support of the Division and Command mission.
You will ensure Command CS and defense in-depth strategy compliance, provide oversight for the CS tool suite, and advise on CS policy compliance and oversight for the Command
You will manage, plan, control, and direct a staff of senior and junior Cybersecurity personnel in complex and/or unusual situations related to Cybersecurity.
You will provide oversight for the Command’s Cyber Security Work Force (CSWF) program manager and ensure proper program execution and compliance.
You will provide support to the Information System Security Manager (ISSM) for maintaining the appropriate operational IA posture through team effort.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 752, level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Information Technology (IT) work analyzing or coordinating the design, development, test & evaluation, integration, or life-cycle management of Information Technology systems or projects.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
