The primary purpose of this position is to serve as a first-level supervisor, proving planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Strategic Acquisition and Category Management Branch (CBML).
Duties
1. Plans, organizes, and directs the activities of the Strategic Acquisition and Category Management Branch, ensuring that AFCEC strategic acquisition and CM activities comply with legal and regulatory requirements and meet customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents the AF Civil Engineer with a variety of installation and functional area organizations.
4. Serves as the principal consultant for AFCEC-wide strategic acquisition and category management (CM) programs and initiatives.

- An Advanced degree in science, technology, engineering, or math (STEM) or professional field as well as professional
certification or credentialing is highly desired.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Plan, organize, direct, and exercise control over non-supervisory employees within activities of category management (CM) and strategic acquisition and ensure compliance of activities with legal and regulatory requirements. Manage and oversee team to optimize resources with the goal of exceeding established agency standards. Lead operations and manage acquisition strategies and tools to execute the Civil Engineer (CE) enterprise investment strategy while applying strategic acquisition and CM principles across the agency with particular focus on facilities and construction. Provide a structured, strategic approach for deciding how to optimize organization spending and contract management performance. Efforts are considered best-in-class contracts, benchmarking industry, creating and enhancing contract execution, and applying new demand management techniques by improving processes and levels of service while balancing cost, risk, and benefits.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the capabilities, products, and organization of AFCEC to provide customers (AFIMSC, AFMC, Air
Staff, Major Commands, Joint Commands, Installations) responsive, flexible full-spectrum installation engineering
services.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of strategic acquisition and CM principles, applicable public laws, DoD and AF concepts, theories,
policies, OMB directives, and procedures.
4. Knowledge of Planning Programming Budgeting and Execution (PPBE); installation, major command
(MAJCOM), Joint Command, and Air Staff financial systems and restrictions on expenditure of funds; and standard
contracting regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of
activities, including federal and local government, and industry.
