Duties
Responsible for directing assigned staff involved in support areas: analyzing customer functional requirements and assisting in the design of Automated Information Systems (AIS) to support those requirements;
(continued) identifying and resolving customer support problems related to the execution and maintenance of Distribution Standard System (DSS), Warehouse Management System (WMS), and SAP;
(continued) serving as functional experts/advisors on DLA policies, procedures and systems, to the business partners, Military Services, civil agencies and foreign military sales customers.
Supervises and applies analytical processes to the planning, design, development, implementation, and sustainment of a variety of complex, critical software development and integration services to include
(continued) Distribution Standard System (DSS), Warehouse Management System (WMS), and SAP.
Responsible for exercising broad responsibilities for assigned areas, evaluates staffing, realigns personnel and workload to accommodate mission requirements, and develops plans and goals setting priorities for subordinate teams.
The incumbent maintains cognizance of current and evolving DLA, Military Services, civil agencies and customer supply policies, procedures and systems to ensure Distribution Standard System (DSS),
(continued) Warehouse Management System (WMS), and SAP processes can support customer requirements.
Participate in software risk management activities including risk identification, analysis, planning, tracking, control and communication.
Participate in the Software Development Lifecycle (SDLC) process including design, development, testing, implementation, and sustainment of the software lifecycle plan.
Plan and assign work to subordinates and provide guidance regarding work methods and procedures. Provide data and reviews for development and execution of the annual business plan.
Identify, track, and assess standard metrics for requirements definition process; participates in software quality assurance, configuration management, and software risk evaluation activities.
Determines short- and long-range program goals and objectives. Coordinates with Project Management to determine current and future projects and develops resource utilization plans to meet new workload.
Determine what skills and resources (people, tools, equipment, methods, procedures) are required to meet upcoming needs and develops and executes training, hiring, and acquisition plans to ensure the right resources are available to meet those needs.
Manage the development and execution of AIS with business and interface partners. Provides management and oversight in the design and sustainment of AIS to support the Software Development Lifecycle (SDLC) requirements.
Ensure timely responses to auditor requests and the implementation of Corrective Action Plans associated with audit deficiencies. Ensures coordination and communication is established
(continued) and maintained throughout audit processes with key stakeholders and management. Ensures program control objectives maintain compliance with audit standards.
Assist in Contracting Officer Representatives (COR) acquisition duties. Coordinate with other DLA entities on security and access control to include policies, procedures implementation plans,
(continued) separation of duties, role-based access and audit requirements for the DLA Warehouse Management System.
Manage the portfolio data migration team supporting complex data design and analysis using data management tools such as Hana Studio, SAP Data Services, and SAP Landscape Transformation Replication Server.

Qualifications
To qualify for a Supervisory IT Specialist (SYSANALYSIS) your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Manages aspects of projects such as evaluation of staffing, realignment of personnel and workload to accommodate mission requirements.
- Administer and manage IT projects associated with the design, development, implementation, and maintenance of application software which provides agreements management capabilities.
- Analyze customer requirements and recommend business and systems improvements related to agreements management.
- Apply IT principles, methods, policies and regulations to system analysis and modification.
- Develops, reviews, and executes interface agreements with customers.
- Identifies and resolves customer support problems.
