You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will interpret policy and regulatory guidance governing DoD programs, training agreements, and intra-governmental acquisition and reimbursement policy necessary to implement and oversee reimbursable agreements for the command.
You will apply budget-related laws, regulations, policies, precedents, methods, and techniques in order to develop long range plans and policies.
You will identify and analyze problems and the development of alternative solutions that involve the resolution of conflicting goals and objectives.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing options and exercising judgment based on a high degree of knowledge of the Upward Obligations expired year adjustment and contract modification process; 2) Overseeing complex fiscal policy matters, executive agency contracts, DON Banking program, Managers Internal controls program, and other recurring inspections; and 3) Interpreting policy and regulatory guidance governing DoD programs, training agreements, and intra-governmental acquisition and reimbursement policy necessary to implement and oversee reimbursable agreements for the command.
