You will serve as a Human Resources Specialist (Human Resources Development) in the Human Resources Office (HRO), Business Directorate of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will conduct research on training initiatives, such as DAWIA, Mandatory Training, Command Development Programs, Individual Plans and Mentor Program.
You will provide consultative service to managers and employees.
You will provide analytical support relative to on-going training needs identification, training plan development, execution of training, skills assessment and program management.
You will leverage Office of Personnel Management’s Training Policy Handbook, Title 5 of the Code of Federal Regulations (CFR), and DAWIA and Pathways Program references to resolve specific problems.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting research on training initiatives, such as DAWIA, Mandatory Training, Command Development Programs, Individual Plans and Mentor Program; 2) Providing consultative service to managers and employees; 3) Providing analytical support relative to on-going training needs identification, training plan development, execution of training, skills assessment and program management; 4) Leveraging Office of Personnel Management's Training Policy Handbook, Title 5 of the Code of Federal Regulations (CFR), and DAWIA and Pathways Program references to resolve specific problems.
For the GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting higher grade specialist in conducting research on training initiatives, such as DAWIA, Mandatory Training, Command Development Programs, Individual Plans and Mentor Program; 2) Assisting higher grade specialist in providing consultative service to managers and employees; 3) Leveraging Office of Personnel Management's Training Policy Handbook, Title 5 of the Code of Federal Regulations (CFR), and DAWIA and Pathways Program references to resolve specific problems.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M. that is related to this position being filled.
For the GS-09:
Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.B. or J.D. that is related to this position being filled.
