You will serve as a Supervisory Human Resources Specialist (Human Resource Development) in the Human Resources Office, Business Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, located in Norfolk, VA.

Duties

You will ensure Command employees are informed and educated about training opportunities and development programs available to them. You will oversee and/or conduct training needs assessment surveys. You will conduct workforce Skill-Gap analysis to assist Command leadership in succession planning objectives and to determine future training needs. You will plan work to be accomplished, set and adjust short-term priorities and prepare work completion schedules. You will find and implement ways to eliminate or reduce significant barriers to production, promote team building or improve business practices.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading others in providing services to meet workforce development needs of an organization; 2) Identifying developmental and training needs of subordinate employees by providing and/or arranging for needed development and training; 3) Facilitating the advancement of talent and initiative among a workforce through training, development, and career planning; and 4) Presenting workforce development data analysis to upper management with problems identified and solutions proposed.
