You will serve as a Human Resources Director in the Human Resources Office of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will be responsible for managing the Human Resources Office (HRO) and serving as the command Civilian Human Resources (CHR) advisor. You will be responsible for formulating, planning, developing, evaluating and administering CHR programs for all serviced activities. You will be responsible for planning and administering the classification and wage programs. You will be responsible for planning and administering the recruitment and staffing programs. You will be responsible for planning and administering the employee relations program. You will be responsible for planning and administering the labor relations program. You will be responsible for working in conjunction with management, implementing broad CHR policies received from higher technical authorities. You will be responsible for directing the preparation of notices, instructions and other types of material required to implement HR policies and procedures established by high technical authorities. You will be responsible for providing advice to serviced activities concerning proposed organization, personnel and mission changes to determine the potential short and long term impact on CHR needs. You will be responsible for supervising the HRO’s GS-13 first level supervisors and is the second level supervisor for 20-30 subordinate positions ranging in grade from GS-06- through GS-13.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
