You will serve as a Chief Financial Officer in the Integrated Warfare System (IWS) office of PROGRAM EXECUTIVE OFFICE IWS.
Duties
You will provide financial planning, budgeting and program analysis for assigned combat systems for assigned appropriations (RDTE, OMN, OPN, SCN), in Enterprise Resource Planning (ERP) system.
You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources.
You will implement and manage acquisition processes to document and execute the PEO IWS contract strategy as well as resource planning processes to efficiently capture and resource program office requirements.
You will work with participating Acquisition Resource Manager and ship platform program offices as well as external NAVSEA stakeholders to ensure acquisition, cost, and financial information is fully coordinated and provided in a timely manner.
You will develop select internal guidance and processes in relation to the execution of financial resources and other internal operations.
You will utilize the DoD 5000 regulations to navigate through the DoD acquisition process as applied to assigned acquisition programs or activities.
You will recommend the adoption or implementation of, and implement new and revised financial management concepts, procedures, and
strategies in support of the organization's programs.
You will review execution documents/reports using available financial management systems.
You will review and recommend approval of input for budget exhibits and budget justifications for submittal to the Navy Comptroller.
You will conduct research for the development of top-level budget summaries during each budget cycle outlining major changes and tracking current and future capabilities.
You will coordinate the development and submission of the Program Objective Memorandum (POM).
You will review responses to Congressional inquiries and assist in the development of Congressional Staffer briefs.
You will provide analytical advice on financial transactions and program execution.
You will prepare and review responses to external audits; e.g., Financial Management and Budget (FMB), Government Accountability Office (GAO), etc., which involve the implementation of financial management policies and procedures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Positions filled may require Confidential, Secret, Top Secret, or Top Secret (SCI) security clearance. Security clearances may vary depending on the position. You will be notified at the time of selection the security requirement.
- Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You may be required to successfully complete a pre-appointment physical examination.
- Positions filled may be covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Financial Management, Level II or III. Certification is required within 24 months of appointment.
- All eligibility, qualifications, and time-in-grade requirements must be met by the referral cut-off date.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 grade level equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the analysis of financial information to develop and justify budget estimates utilizing Navy ERP (Enterprise Resource Planning) or PBIS (Program Budget Information System) system for an organization.
