You will serve as a Senior Human Resources (HR) Advisor in the Corporate Operations Department, HR Division, Staffing and Classifications Branch of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV) in San Diego, California, Naval Business Center, Philadelphia, Pennsylvania, or Naval Base, Norfolk, Virginia.

Duties
You will provide technical expertise, guidance and advisory services in the areas of Staffing, Human Capital Planning, internal/external recruitment, selection and placement programs in the Human Resources Office, Staffing and Classification Branch.
You will serve as a technical expert on human resources/personnel management laws, rules, regulations, policy, instructions, principles and practices in order to advise managers on an appropriate course of action.
You will provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
You will use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
You will provide guidance to management on all recruitment and placement issues and recommend innovative methods and strategies to resolve problems such as job turnover, downsizing, or loss of skilled employees.
You will provide position management and classification advisory services to commanders, managers and employees of assigned organizations.

Qualifications
For NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising management on the full spectrum of Human Resources (HR) staffing services in accordance with Title 5 CFR regulations. Examples of Qualifying Experience may include writing classification factor evaluation statements for proposed position descriptions and providing appropriate Position Management advisory services in accordance with OPM Classification guidelines; advertising positions, processing assignments or reassignment actions and reviewing those actions post-processing to include accuracy of pay setting; providing training to management and HR personnel on a variety of staffing and classification topics.
For NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing Human Resource (HR) staffing services to include reviewing Title 5 CFR regulations to ensure adherence to all applicable laws. Examples of Qualifying Experience may include writing factor evaluation statements subject to review by a classifier; advertising positions, processing assignments or reassignment actions and reviewing those actions post-processing to include accuracy of pay setting.

Education
For the NT-04 Position: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
