About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

Duties

Lead and manage USCYBERCOM FOPS orders management and daily requirements. Oversee and manage FOPS cyberspace operations (CO) and information operations (IO) planning requirements. Represent USCYBERCOM in continuing liaison with the Command’s leadership, as well as other joint directorates within USCYBERCOM to advocate for FOPs requirements. Integrate FOPS concepts and strategies into other aspects of operational planning, including into simulations training and exercises. Develop goals, objectives and methodologies used to capture exercise data and assess results. Monitor and actively participates in exercises and tests to implement branch, section, element operational requirements. Make expert recommendations on the utility and feasibility of integrating emerging full spectrum cyber operations concepts and methods.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
• Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
• Must be able to obtain and maintain access to NSA.
• Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
• This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
• This position is considered emergency essential in support of the Army's mobilization and wartime mission during periods of increasing tension or mobilization.
• May be required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises.
• Must pass a medical examination and receive required immunizations for overseas/deployed location.
• Incumbent must sign DD Form 2365, DoD Civilian Employee Overseas Emergency Essential Position Agreement.

Specialized experience would be demonstrated by 1) Providing guidance and in-depth analysis on cyberspace program strategy, plans and policy; 2) delivering oral and written briefings, presentations, and cyberspace operations reports for cyberspace operations; 3) developing detailed plans for applicable range of cyber operations through coordination with other planners, operators and/or analysts.
