Duties
This position is located in the Program Executive Office (PEO), Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). The PEO promotes sound financial management business decisions within DCSA, enhances business practices, performance management and measurement and efficient and effective financial management processes, thus helping to preclude fraud, waste and abuse of DCSA financial resources. The purpose of this position is to perform a variety of duties involved in general financial management and budget execution within DCSA.
As a Budget Analyst you will be responsible for the following duties:
- Perform a variety of duties in the areas of general financial management, fiscal and accounting administrative operations.
- Utilize automated financial management and accounting systems data bases, to track financial management actions such as obligations, reprogramming, allocations, expenditures, etc. Retrieves financial and accounting information and formulates written presentations to report on conditions as requested.
- Reviews financial data applicable to the operations of various functional areas to determine current and anticipated financial conditions and to alert program managers in instances where funding and financial planning objectives need revision or modification.
- Prepares and presents briefings and explanatory papers to higher levels of management within the Financial Management organization and PEO.
- Coordinate the formulation and execution of selected and significant areas of the budget. Formulate and recommend long-range budgetary requirements based on established policies, concepts and agency strategic direction.

- In accordance with DoD instruction 1300.26, personnel assigned to this position must obtain DoD Financial Management Certification Level 2 within 2 years of appointment date. If certified, certification must be maintained IAW DoD instruction 1300.26.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-11) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Performing and managing programs related to financial management, budgeting, accounting, and financial administrative operations;
Serving as a manpower analyst to provide expert advice, assistance, direction, policy guidance, and technical analysis in the development and justification of manpower requirements to ensure compliance with an organization's guidance and directives.
Specifically you will be evaluated on the following competencies:
1.Concepts, Policies, and Principles of Budget. Possesses the ability to apply the Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards, and procedures to financial management activities.
2.Financial Stewardship. Possesses the ability to manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation.
3.Budget Execution. Possesses the ability to manage budget requirements by allocating, monitoring, and analyzing budgets in compliance with DoD and other statutory/regulatory guidance.
4.Financial Management. Possesses the ability to prepare, justify, and/or administer the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
5. Financial Management Systems. Possesses the ability to utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.

Substitution of education may not be used in lieu of specialized experience for this grade level.
