This position is located within the Facility Planning and Activation Service (FPAS) of the South Texas Veterans Health Care System (STVHCS). The incumbent is the Facility Planner with project management oversight and recurring managerial oversight responsibilities for all activities within the Health Care Center (HCC) in STVHCS. The position directly reports to the Chief of Facility Planning and Activation Service (FPAC) of the STVHCS.
Duties
Duties may include but are not limited to:
-Serves as technical advisor and subject matter expert for all facility planning and programming initiatives.
-Coordinate with VA facility planners, interior designers, medical equipment planners, engineers, logistics, OIT, contracting officers and the respective service and section chiefs to successfully activate each building/space and furniture, fixture, and equipment (FF&E) activation activities.
-Manage the decommissioning process once new buildings/spaces have been activated.
-Provide expert advice and guidance on future projects.
-Formulate transition budgets, create phasing and transition plans, and facility ongoing communication and coordination with the Project Development Section project managers and STVHCS' contract officer's representatives (COR) on all building activation "fit up".
-Exercises delegated responsibility for insuring the timely and satisfactory accomplishment of all facility planning projects.
-Supervises administrative, inspection, testing and office engineering functions at project sites.
-Incumbent develops executive level reports and presentations.
-Incumbent will direct, assign, or lead special studies to investigate and solve problematic areas in clinical or administrative arenas as it relates to the overall project.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the different functions and motivations of various employees and groups in the health care delivery system; Qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Knowledge of requirements in various administrative areas such as budget, personnel, and procurement; Effectively communicate and formulate, both orally and in writing, reports and presentations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. The incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.
