Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Analyst for HRSA's HIV/AIDS Bureau, you will serve as an expert analyst in developing, monitoring, implementing and evaluating current or projected complex HIV/AIDS related public health programs. Your major duties and responsibilities include: Serving as the principal advisor in the development and formulation of short- and long-range public health program goals, objectives, and policies. Analyzing complex public health policies, programs and statistical standards to advise senior management on public health policies, operations, products and services. Preparing and presenting comprehensive program reviews to include recommendations on curtailing or expanding programs and program effectiveness. Exercising responsibilities related to the initiation, administration and/or close out of grants and cooperative agreements. Coordinating site visits as needed to assure that HIV/AIDS related to public health programs are meeting their stated goals and objectives and complying with legislative policy and programmatic expectations and requirements. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above competencies, your resume must clearly demonstrate the required minimum qualifying specialized experience stated below. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12: In order to qualify for this position at the GS-12, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-11 include performing the following types of tasks on a regular and recurring basis: 1. Providing technical advice, assistance, and guidance related to HIV/AIDS prevention and/or treatment (e.g., Ryan White HIV/AIDS Programs, Sexually Transmitted Infections and Hepatitis C, etc.) for special populations (e.g., the unstably housed LGBTQ+, Black/African Americans, men who have sex with men (MSM), indigenous, or Latinx, etc.) to address and improve issues of health equity. OR 2. Collecting and compiling data related to HIV/AIDS prevention and/or treatment (e.g., Ryan White HIV/AIDS Programs, Sexually Transmitted Infections and Hepatitis C, etc.) to address and improve issues of health equity. GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis: 1. Analyzing and evaluating legislative policies impacting HIV/AIDS related prevention and/or treatment public health programs(e.g., Ryan White HIV/AIDS Programs, Sexually Transmitted Infections and Hepatitis C, etc.) for special populations (e.g., the unstably housed, LGBTQ+, Black/African Americans, men who have sex with men (MSM), indigenous, or Latinx, etc.) to address and improve issues of health equity. OR 2. Performing statutory compliance, programmatic oversight, or fiscal management of grants, cooperative agreements, or contracts focused on HIV/AIDS related prevention and/or treatment public health programs (e.g., Ryan White HIV/AIDS Programs, Sexually Transmitted Infections and Hepatitis C, etc.) or related support services such as housing, case management, food sustainability, or residential substance abuse treatment to address and improve issues of health equity. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (e.g., Ryan White, PEPFAR, etc.);addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working withcities, states, and local community-based organizations. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs. GRANTS ADMINISTRATION - Administers grants and cooperative agreements, applying knowledge of organizational needs and deadlines. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
