Duties

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Strategic Competition team in the AF/A57SD Strategy Division providing senior Air Force Leaders with strategic competitor and adversary focused objective information for making strategy, planning and resourcing decisions pertaining to the US Air Force strategy and to compete in accordance with the National Defense Strategy. Duties: Plans, organizes, and directs the activities of the Strategic Competition team in A57SD, ensuring that A5S strategic competition work complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents A57SD and A5S to a wide variety of internal Air Force and external officials. Competition Development/Program Planning.

Qualifications

Conditions of Employment (Cont.) Work will occasionally require travel away from the normal duty station on military or commercial aircraft, as well as other types of travel under conditions specified in the DoD joint travel regulations and DoD memoranda dealing with senior officer travel. The incumbent is expected to travel with little prior notice, often to high-level meetings with other services, contractors and the operating commands and activities to contribute to resolution to problems for which decisions would have significant consequences. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge and ability to consolidate various information sources to support strategic competition/adversary understanding and competitive options development, participation in studies and war-games, and overall development, assessment, and improvement of service-wide competitive plans, concepts, and war games. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of Air Force or Joint mission, policies, program and planning goals/objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the Department of Defense NDS process; service Strategic Planning and Programming Process, policy, procedures and schedule for developing service annual planning and programming guidance. Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action. Advocate recommendations across entire staff and to senior leaders. Skill in analyzing issues and formulating solutions to problems requiring critical thinking on international and national security challenges. Knowledge of Air Force or Joint goals, objectives, and capabilities; perspectives on the present and future international security environment, and methods of evaluating the effectiveness of war games. Knowledge/experience in at least one combatant command region. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and ability to consolidate various information sources to support strategic competition/adversary understanding and competitive options development, participation in studies and war-games, and overall development, assessment, and improvement of service-wide competitive plans, concepts, and war games. Knowledge/experience in at least one combatant command region. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
