The Assist. Chief, Patient Administrative Services (PAS)/Community Care works under the general supervision of the Chief, PAS for the STVHCS. Responsible for the operational requirements of the facility Office of Community Care. Responsible for a wide variety of functions related to the PAS; these include resource planning, program analysis, network provider availability, auditing and staff productivity reports, and presentations to VA staff, Veterans, and community partners.
Duties
The Assistant Chief, PAS is responsible for accurate and timely referral and authorization processes which are required to ensure Veterans receive the right care at the right place at the right time. Incumbent is responsible for planning, developing, implementing, directing, evaluating, coordinating, and leading the facility's community care process improvement activities across the health care system. Incumbent is closely involved with all aspects of PAS and is programmatically responsible for the day-to-day operations of PAS administrative operations, providing direction and oversight to the parties involved with its functionality. The incumbent will oversee all functions that are the responsibility of PAS related to performance measures, access to care, quality management, and resource management. Incumbent is responsible for the daily planning and directing of all activities within the PAS and managing training and support needs to assure an appropriate work environment.
As the Assistant Chief, the incumbent serves as full assistant to Chief of PAS Service. As such, the incumbent is responsible for all administrative functions within PAS as delegated by the Chief of Service and will represent the Chief when so designated. The incumbent serves as liaison and is responsible to top management on administrative matters concerning PAS. The primary function of this role is twofold: to keep abreast of matters affecting the hospital so the service can respond appropriately; and to make top management aware of service matters that affect the hospital. The primary contact point will be the Deputy Medical Center Director; however, contact may be with the Chief of Staff or the Associate or Assistant Directors.
Prepares all service and annual reports as needed, to include the annual business plan. This requires skill in business planning. Assists in the development of improved automated, computerized managerial reports and reporting techniques. These can involve single or multiple variables, and may be related to areas of physician productivity, historical performance reviews, improving workflow procedures, etc. Must identify workload trends and perform statistical analyses to determine resource needs and projections to accurately compile and prepare management reports from DSS, VSSC, DataMart for fiscal and data validation purposes.
Coordinates with Human Resource Management Service on all matters affecting employee personnel actions, including the recruitment of clinical and non-clinical personnel. Serves as the EEO Coordinator for the service ensuring that EEO policies and programs are supported fairly and uniformly administered within the Service. Responsible for employee motivation, productivity, morale, and the incentive award efforts of PAS. Coordinates with appropriate supervisors and labor organizations in matters of negotiated contracts to include training, tours of duty, working conditions and grievances.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Planning, developing and evaluating the Patient Advocate Program; 2) Reviews patient advocates work, responds to patient complaints; 3) Directs, coordinates, and oversees work of staff; 4) Advises staff regarding policies, procedures, and directives of higher-level management or headquarters; 5) Communicates through phone calls, emails, and walk-in visits, enters data into the Patient Advocate Tracking System (PATS), collects aggregates, analyzes trends, and reports program data, directs work of staff, sets and adjust short and long term priorities, perform difficult and complex advisory, assistance, and coordination functions.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing, 15-44 pounds.
