You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (BRANCH MANAGER) in the BUSINESS OPERATIONS BRANCH of the IR/RF SYSYTEMS TECHNOLOGIES DIVISION in the SPECTRUM WARFARE DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is equivalent to the GS-13/14 level.

Duties

You will provide the full range of supervisory oversight (administrative and technical) for a medium to large size workforce. You will be responsible for the development of the workforce, effective execution of workload consistent with organizational initiatives and objectives, and for providing outstanding support and service to assigned customers. You will further organizational and agency programs and initiatives by coordinating and integrating work that involves distinct areas of responsibility and that requires varying skills, knowledge, and abilities to execute the mission. You will encourage and enable subordinate employees to develop leadership and management skills and experience by seeking their input before making key decisions. You will identify solutions and provides guidance and advice to subordinates and to other supervisors and managers, when challenges emerge. You will formulate objectives and priorities and implements plans consistent with long-term interests of the organization in a global environment. You will capitalize on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders. You will develop and implement long and short term planning for required funding, human resources, facilities and equipment. You will develop and implement the organization's project and programmatic policies and procedures, and determines criteria for assessing effectiveness.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • MSP/PPP applicants must currently hold the required security clearance.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating business operation requirements to develop, plan and execute project schedule, milestones and deliverables in support of mission objectives.
