You will serve as an IT PROJECT MANAGER in the COMMAND INFORMATION OFFICE (CIO) of NAV FACILITIES ENGINEERING COMMAND SE. The two vacancies support different departments within the CIO business line and therefore different project focus areas between these two vacancies.

Duties

You will identify and analyze customers information systems requirements or environments designing or conducting analytical studies, cost benefit analyses or other research. You will develop or implement information systems security plans and procedures. You will ensure appropriate product related training and documentation are developed and made available to customers. You will oversee support of installed systems and services to resolve a wide range of technical and management issues. You will provide expert knowledge and guidance to leadership, operational staff, and customers that enables a secure and available IT infrastructure and IT/OT (Information Technology/Operational Technology).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area ACQUISITION AND PROGRAM/PROJECT MANAGEMENT within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Developing policies and procedures to minimize system vulnerabilities, to prevent and defend against unauthorized access to systems, networks, and data. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with technical and acquisition personnel and providers to ensure development, production, and fielding of highly effective systems to meet IT requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency include: Serving as expert in the field of IT project management, providing advice, consultation, and guidance to top management officials regarding all aspect of IT security and integration of operational programs. 4. IT-related experience demonstrating this competency include: Analyzing technical, financial and programmatic implications of potential IT project plans to ensure compatibility with IT architecture, standards and strategies. In addition to having experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Oversee IT Project Management principles, methods or tools for developing, scheduling, coordinating and managing projects; 2) Monitor and inspect cost, work and performance to ensure quality of work; 3) Manage a project or develop a system to ensure a customer's or an organization's requirements are met; and 4) Lead initiatives and monitor execution of functions involving user, customer and/or command requirements Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
