The primary purpose of this position is to serve as a program manager at a field operation agency managing and directing the technical and administrative operations of the AF Asset Management Program.
Duties
Provides technical guidance, advisory support, and assistance to MAJCOMs and installations on matters concerning compliance management, contract management, financial management, natural and physical infrastructure, and portfolio management.
Serves on and leads teams and working groups composed of various functional disciplines engaged in developing and recommending proposals and implementation plans.
Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes.
Represents the organization at executive levels within the Government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days will have, one year of specialized experience at the next lower grade level (GS-12) or equivalent in other pay systems. Specialized experience includes: broad knowledge of the application of housing, resources and real estate/asset management principles and Air Force and DoD theories, policies, directives, and procedures or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the application of housing, resources and real estate/asset management principles and Air Force and DoD theories, policies, directives, and procedures.
Knowledge of the principles of construction, contract acquisition, and program management.
Knowledge of planning, programming and budgeting cycles, financial systems and restrictions on the expenditures of funds.
Knowledge of business accounting and financial management principles and procedures.
Knowledge of a range of privatization rules, regulations, and procedures relating to management of military housing, including construction of new buildings.
Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
