The Defense Counterintelligence and Security Agency is looking for an experienced Industrial Security Specialist. In this role, you will be responsible for handling complex Industrial Security program functions and to assist the NAESOC Chief, as necessary, in managing, directing, and coordinating day-to-day operations. This person should be savvy in Government Contracting Activities (GCAs), cleared contractors, and foreign governments to effectively evaluate and administer facility clearances.

Duties

The purpose of the position is to serve as a Senior Operations Action Officer within the Industrial Security Directorate (IS). In this capacity, the incumbent serves as a member of the National Access Elsewhere Security Oversight Center (NAESOC), reporting to the Oversight Operations Branch Chief. Under guidance from the Oversight Operations Branch Chief, the incumbent manages or assists with the implementation of operational support programs for IS, assists with resolving issues within the NISP, and participates and manages operations programs and initiatives, improving efficiency, quality, and readiness of IS & field elements.

  • The incumbent is required to attain and maintain the Security Fundamentals Professional Certifications within two (2) years of entry on duty.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Comprehensive knowledge of the DCSA mission including associated NISP policies and experience working in industrial security with an understanding of NISP/NISPOM Rule requirements. Experience providing oversight of foreign ownership, control, or influence at cleared industry. Experience conducting or providing industry oversight of security inquiries and security violation investigations through closure. Experience with change management including experience introducing change or new ideas within organizations. Experience supporting quality assurance oversight of work products and/or oversee work products of junior personnel. Specifically you will be evaluated on the following competencies: 1. Security Program Management: Manage security equities (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility. 4. Vulnerabilities Assessment and Management: Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

Substitution of education may not be used in lieu of specialized experience for this grade level.
