Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as the Air Force Installation Mission Support Center (AFIMSC) lead for the force protection programming.

Duties

Duty 1: Serves as the Security Forces (SF) Resource Program Manager. Duty 2: Develops, interprets, coordinates and implements USAF Force Protection policies and procedures to provide planning, programming, and budget guidance to advocate for and secure resources (dollars, equipment, and manpower) for the USAF. Duty 3: Establishes and incorporates Security Forces operational concepts and standards into USAF level CONOPS, plans, programs, and procedures. Conducts, sponsors, and evaluates operational research, studies, analysis, and testing in order to establish USAF Security Forces operational standards. Duty 4: Prepares and presents high level briefings; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Duty 5: Develops and implements plans, policies and procedures designed to improve sustainment requirements determination, resource requirements determination, capability-based programming methods, and processes to ensure compliance with Congressional, OSD, and AF policy and procedures.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, and directing the activities for the organizations Force Protection programs to include program management, installation security operations, antiterrorism, force protection issues and activities; Directing preparation of plans for support of tactical, strategic, and defense missions; Determining the need for and/or accomplishing studies relative to the compilation and maintenance of data and reports essential to effective accomplishment of these programs; Analyzing program performance to identify existing or potential problems, advising leadership on recommended processes to resolve issues; Researching and determining or recommending appropriate assessment, actions or interpretation of issues that impact installations, Commands, or the entire component; Identifying the need for modification or alteration of priorities and advising leadership of actions needed to implement change. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge, extensive experience, and proven special expertise in Force Protection/Antiterrorism Integrated Defense capability requirements and their factors and consideration, analysis of same, determination of improvement options, and related policy and guidance. 2. Knowledge of Air Force Expeditionary Base Defense, Nuclear Security, Force Protection, combat operations and air power employment concepts, including the role of air operations in Joint Warfighting operations and related experience in United States Air Force Security forces Operations. 3. Knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE), processes and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and the ability to develop requisite issue papers. 4. Knowledge of Congressional, DOD, Joint, and USAF structures, missions, programs, policies and organizational relationships to facilitate effective advancement of Air Force capabilities. 5. Knowledge of Air Force Security Forces programs and resources operation consisting of Integrated Base Defense, Vulnerability Assessment Management Program (VAMP), Threat Warfare Program management, Physical Security and Police Services, Nuclear Security, and Force Protection Intelligence management operations. 6. Ability to analyze, articulate and advise capability improvements in support of DOD/Joint Force application objectives. 7. Skill in planning, organizing, coordinating, directing and controlling activities and operations associated with formulating, analyzing, and improving Force Protection CONOPS capability requirements. 8. Ability to communicate effectively, both orally and in writing in order to articulate and advocate Air Force positions with respect to Force Protection, CONOPS and required capabilities, direct staff studies for GO review and facilitate the condensing of extremely technical input into layman's terms without altering basic content. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
