This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as an administrative, civilian personnel, and civilian and military manpower Action Officer for PEO Missiles and Space.
This is a pay banded position. The NH-02 encompasses grades 5-11 on the General Schedule.
Duties
Advises personnel on a variety of substantive, procedural, and policy matters pertaining to such personnel functions as recruitment, position management, and classification, employee awards, and acquisition workforce training.
Advises managers/supervisors and oversees the compilation of information for the development of job descriptions, training plans, awards, etc., based on knowledge of the organizational human resource management requirements.
Establishes and manages military and civilian manpower reporting systems; reviews higher headquarters and local directives pertaining to manpower accounting and advises on new/changed requirements.
Advises, manages and reports on civilian end strength, workforce authorization versus on-board issues, supervisor-employee ratio, and good organization management.
Manages, coordinates, and schedules training via multiple automated personnel training systems while tracking and coordinating training until completed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position may require Business Travel up to 5% of the work calendar year.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-01/GS-04) position in the federal service.
Specialized Experience: One year of experience at the NH-01/GS-04 level which includes: (1) Preparing personnel and/or manpower reports; (2) Obtaining information from an established automated system; and (3) Utilizing personnel policies to make recommendations.
