The primary purpose of this position is to exercise second level supervisory authority to the 37th Training Wing Inspections/Executive Support Division. Provide operational leadership, advice, expertise, guidance to Branch Inspections, Public Affairs, Protocol, History and Safety. Advisor to CC/Staff in Operational/Contingency exercise planning and inspection execution.
Duties
1. Plans, organizes, and manages the activities for the 37th Training Wing Inspections and Executive Support Division.
2. Manages and conducts comprehensive analysis on a diversity of organizational executive support functions and synergizes innovative expert management consultant capabilities to increase program effectiveness and improve complex management processes and systems.
3. Exercises supervisory personnel management responsibilities.
4. Represents the 37th Training Wing Inspections and Executive Support Division with a variety of installation and functional area organizations.
Requirements

- This is a Supervisory Position in which a supervisory period may be required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- PCS will NOT be paid.
- Advanced Recruitment is authorized.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) Mastery knowledge of analytical and evaluative methods to assess and/or evaluate current and future plans, concepts, principles, operations, laws and practices; (2) Knowledge of military command structure, missions, programs, and organizational relationships; (3) Knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions (inspections, innovation and executive support operations); (4) Knowledge of safety and security regulations, practices, and procedures, written and oral communications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of plans, programs, concepts, principles, operations, laws, regulations, programs, and practices.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
6. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
