The primary purpose of this position is to support the Agency Suitability and Personnel Systems Manager in planning, directing, and administering these programs. The incumbent serves as a staff specialist, and sometimes the action officer, responsible for the management and modification of existing Suitability and Personnel Systems Programs. The incumbent performs primarily operating level staff work in support of DeCA Human Resources (HR) functions and programs.

Duties

Coordinates with Human Resources (HR) service providers to provide information on background investigations to staffing specialists after tentative job offer has been made for non-sensitive positions. Determines need for Special Agreement Checks (SAC) or National Agency Check with Inquiries (NACI). Initiates, reviews, and releases investigation to the Office of Personnel Management (OPM) to analyze results that contain derogatory information, in accordance with OPM suitability guidelines. Responsible for researching Federal HR laws and regulations and advising management on their application to Agency policies and procedures. Provides assistance to individuals regarding the investigation process. Reviews background investigation to ensure compliance with OPM submission requirements. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. To qualify for the GS-9 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military. OR A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position OR A combination of experience and education that equals 100% of the qualification requirements. Examples of qualifying specialized experience for the GS-9: Provides advice and assistance in the maintenance of Personnel Systems. Conducts End-User Training and advises management on the availability of personnel data. Independently retrieves and/or generates a wide range of automated reports and other workforce demographics from various Personnel Systems. To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree. Examples of qualifying specialized experience for the GS-11: Working knowledge of Federal suitability and adjudication employment laws and techniques. Familiarity with advising management on suitability/adjudication issues and problems. Providing assistance in the maintenance of Personnel Systems to include; Clearance Verification System (CVS), Personnel Investigations Processing System (PIPS), National Background Investigation Systems eAPP (NBIS eAPP), Business Objects and Defense Civilian Personnel Data System (DCPDS). To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-12 Researching Federal HR laws and regulations and advising management on their application to Agency policies and procedures. Initiates, reviews, and releases investigation to the Office of Personnel Management (OPM) to analyze results that contain derogatory information, in accordance with OPM suitability guidelines. Reviews and adjudicates completed NACI background investigations in order to make a suitability determination Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
