The primary purpose of this position, ENGINEERING TECHNICIAN, GS-0802-11, is to serve as a Senior Technical Project Manager to accomplish professional and highly technical First Article tests and engineer evaluations, and to provide coordinated laboratory testing in support of procurement of aircraft spares.

Duties

Perform technical literature searches and study new concepts. Proficiently analyze and compare measured data to contractual and Technical Data Package (TDP) requirements. Review and analyze Air Force and Defense Logistics Agency (DLA) acquisitions issue through Contracts or Military Interdepartmental Purchase Request (MIPR) for compliance with Federal Acquisition Regulations (FAR) applicable to contracts and First Article inspections/tests. Professionally manage and establish controls at all phases of testing on the First Articles. Prepare written correspondence for ESA summarizing results of First Article Test, including expert knowledge and recommendation for acceptance or rejection.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS- 11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: planner and estimator who analyzed designs for production purposes; and instrument maker or model maker who performed design or development work on devices fabricated. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive experience in management and control to test/evaluate First Article Items for aerospace weapon systems (e.g., A-10, A-37, C-5, C-130, E-3, C-17, B-1, B-2, B-52, T-37, T-38, F-4, F-5, F-111, F-15, F-16, KC-135, ICBM, LGM-30, MARK-12 etc.); including pertinent quality characteristics, manufacturing methods, special processes, the interrelationship of functional parts, subassemblies and assemblies; measurement and applicable test processes. Understanding and application of the logical systematic integration of customer and or product requirements into solutions that acknowledge technical, schedule, and cost constraints. Comprehensive understanding, application of GD&T and the TDP to First Article inspections. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, manufacturing, NDI, materials, etc.), to review and develop testing plans; coordinate and assure the support of personnel and or organizations utilized in all aspects of the testing effort. Ability to communicate effectively both orally and in writing technical information to engineers, Program Managers, Contracting Officers, customers, and managements at all levels while maintaining good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires some physical exertion with long periods of standing, some walking, bending, stooping, and climbing may be required. Use of both arms and hands is required. Lifting or carrying up to 50 lbs. with assistance is required. Ability to push carts, dollies and hand forklifts as required. Works in administration and shop laboratory areas (temp controlled at 68 degrees F) to review and observe testing, occasionally works in field conditions and hangars. Vision must be 20-50 binocular with corrections. Must be able to distinguish basic colors. WORK ENVIRONMENT: Duties require access to all areas related to assignment, including controlled and industrial areas and requires necessary precautions with solvents, grease oils, Electrostatic Discharge sensitive items, uneven walking surfaces; works around machinery with moving parts and or moving objects/vehicles, works closely with others. Job is primarily inside but requires outdoor work on occasion. Use of appropriate Personal protective equipment (PPE) is required.
