The primary purpose of this position is to serve as a senior project manager and technical support of design and/or construction duties pertaining to facilities engineering management at a major or complex military installation.

Duties

Monitor and/or manage projects for new construction, renovations, and improvements to real property facilities, including utility systems, utilizing a technical knowledge of engineering and architecture. Maintain surveillance over construction contractors to ensure overall compliance with contracted specifications, schedules, etc. Plan and design work for substantial multi-phase new construction, roadways, parking lots, renovation, and improvement projects for a variety of real property facilities including underground utility systems. Perform cost estimates for work task (NexGen) and for a variety of real property projects including utility systems. Coordinate the preparation and reviews of A-E Statements of Work (SOW).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802 Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems processes, structures, machinery, devices, and materials. In addition to meeting the individual occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes architectural and engineering concepts, practices, regulations, policies, and precedents applicable to design and construction; assist with establishing design parameters and preparing project justifications and specifications; use drafting techniques and conventions and drafting skills to convey design concepts and ideas and formulate working drawings; assist with related fields of work such as architectural, civil, structural, mechanical, fire protection, and electrical engineering sufficient to ensure that all areas of overlapping responsibilities receive proper design considerations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of architectural and engineering concepts, principles, practices, techniques, and methods in building design and construction process, and an extensive familiarity with engineering disciplines, knowledge of aesthetics and functional design techniques. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. 3. Knowledge of standard contracting regulations, practices, and procedures. 4. Knowledge of automated systems and programs such as Computer-Aided Design and Drafting (CADD), Microsoft Visio, RSMeans, information management, e4Clicks, and other software programs. Knowledge of drafting techniques and skills sufficient to convey design concepts and ideas and formulate/edit concept drawings, sketches, and details. 5. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. PHYSICAL DEMANDS Work is primarily sedentary, however, some recurring physical exertion is required while performing site visits. On- site construction visits and safety inspections require walking over hazardous surfaces, bending, crouching, stooping, stretching, climbing, or lifting of light to moderately heavy items weighing less than 50lbs.- REQUIRES A PRE-EMPLOYMENT PHYSICAL WORK ENVIRONMENT Work is regularly performed in an office setting; however, site and safety visits require regular and recurring exposure to moderate risks and discomforts. Conditions of building and/or site construction activities require the use of personal protective equipment as appropriate to comply with Occupational Safety and Health Administration (OSHA) requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
