The primary purpose of this position, ENGINEERING TECHNICIAN, GS-0802-12, is to apply scientific, technical, and business techniques in the performance of functions and studies related to programming and executing facility construction, repair, and maintenance; and to specify and install depot equipment, utilities, and ancillary items.
Duties
Develop business case for new depot equipment, facility systems, and utilities; and for upgrade, repair, and maintenance requirements of each.
Develop, manage, and conduct engineering and technical group related training programs.
Maintain surveillance over construction contractors to ensure overall compliance with contract specifications, schedules, etc.
Take the lead in performing project management planning, design, and troubleshooting work for establishing new industrial workload plans and for modifying existing workload layouts as needed.
Coordinate projects with other engineering disciplines or with architects.
Comply with, health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) Engineering Technical Series 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes and/or Instrument maker or model maker who performed design or development work on devices fabricated. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive working knowledge and ability in communicating both verbally and in writing in technical terms with architects and mechanical, civil, structural, and electrical engineers.
Ability to translate and convert technical requirements into understandable written language from which managers and laymen can understand.
Ability to creatively modify existing and/or standard practices and to adapt techniques, procedures, and equipment to solve a variety of technical and management problems is required.
Comprehensive knowledge of Government and Air Force contractual and funding rules, statutory regulations, relationships, and administrative procedures involved in developing and procuring construction, depot equipment, services, technical studies, and engineering support.
Project management knowledge and experience, from concept to completion, for a broad range of facility and industrial projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work requires some physical exertion, such as periods of standing, some bending, crouching, stooping, stretching or similar activities when making visits tower sites. Also, some moderate lifting and carrying is required. Otherwise, work is sedentary.
WORK ENVIRONMENT: The work involves moderate risks or discomforts that require special safety precautions when visiting work sites. Maybe required to wear personal protective equipment. Some work may be performed outdoors at various times throughout the day. Otherwise, work is performed in an office setting.
