The primary purpose of this position, Engineering Technician GS-0802-12, is to ensure optimal resource decisions are made and executed across civil engineer activities and ensure data and information from all shops are applied to the applicable Asset Management Plan (AMP) and other investment and execution plans.
Duties
Manage and execute Activity Manager (AMP) and/or Sub-Activity Manager (Sub-AMP) duties for assigned AMP/Sub-AMP.
Monitor and/or manage projects for new construction, renovations, and improvements to real property facilities, including utility systems, utilizing a technical knowledge of engineering and architecture.
Integrate and synchronize operations flight work force for systems data standards and analysis.
Integrate and synchronize operations flight contract project review integration and warranty management pertaining to respective activity.
Integrate and synchronize operations flight work force for preventive maintenance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802 Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge and skill in carrying out standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Management; knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities; Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services and required security and safety regulations, practices and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in Asset Management Principles and Practices as it applies it applies to Operations Management and Requirements and Optimization Element activities.
Knowledge of CE's work control, customer service, and operations/maintenance management procedures.
Knowledge of CE's work centers and type of work performed by each type of work center.
Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, and economic usage to effectively accomplish assigned functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is sedentary. Typically, the incumbent sits comfortably to do the work. However, some recurring physical exertion is required while performing site visits. On-site construction visits and safety inspections require walking over hazardous surfaces, bending, crouching, stooping, stretching, climbing, or lifting of light to moderately heavy items weighing less than 50lbs.
WORK ENVIRONMENT: Work is regularly performed in an office setting; however, the work environment can include artic, desert, and temperate climates. The majority of the work is performed in a climate controlled office, but a significant amount of work is routinely performed out of doors or in field conditions, such as flight lines, maintenance facilities, and aboard military mission aircraft. Exposed to high noise areas. Special safety precautions and protective clothing and devices are required during these site visits.
