The primary purpose of this position, ENGINEERING TECHNICIAN, NJ-0802-4 is to assist the nondestructive inspection Program Office and Program Manager. This is accomplished by applying scientific, technical, and business techniques in the performance of functions and studies related to programming and executing of technical data development.
Duties
1. Perform project management duties, including plan, design, and troubleshoot work for establishing new NDI techniques and capabilities, and resolve issues with existing policies and processes in support of engineering offices.
2. Plan and provide technical advice and support for the development of new nondestructive inspection (NDI) procedures and processes.
3. Serve as a nondestructive inspection technical specialist, anticipating future requirements, and defining approaches for analytical, experimental, and operational demonstrations to develop nondestructive inspection technology/equipment methods by major extension of advanced techniques normally associated with laboratory use or by application of new techniques.
4. Develop, manages, and conducts engineering and technical group-related training programs.
5. Comply with health, safety, and environmental rules and procedures, and performs work in a manner that enhances the safety and cleanliness of the work environment.

- PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
- PHYSICAL DEMANDS: Ability to sit or stand for extended periods of time, lift up to 25 lbs. bend, stoop, and reach. Good manual dexterity and hand-eye coordination. Applicant must successfully pass an annual eye exam.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
- May occasionally be required to work other than normal duty hours. Also, under a variety of temperatures, both indoors and outdoors.
- Performs other related duties as assigned.
- Required to possess the minimum formal training and on-the-job training hours as outlined in AFSCI20-114 for a Level III Nondestructive Specialist.
- Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 40 days per year.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), level, pay band (NJ-3), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in: drafting, surveying construction, estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. An example of creditable specialized experience in a trade or craft may be credited when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents with substantial developmental, test or design responsibilities such as planning and estimating analyzed designs for production purposes and instrument making or model making performing design or development work on devices fabricated.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of maintenance concepts, principles, and practices pertaining to industrial process equipment; knowledge of predictive maintenance tools and concepts, ability and knowledge in basic hand tools.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and in identifying, analyzing complex technical problems, and developing innovative solutions.
Ability to plan, organize, and re-prioritize work to meet changing deadlines; and to develop and/or conduct training to ensure proper maintenance of assigned systems/equipment; and to communicate well both orally and in writing.
Demonstrate ability to assure that the work of an assigned team is carried out by performing a range of coordinating and supportive duties and responsibilities. Skillful in utilizing a variety of coordinating, coaching, facilitating, consensus-building, and planning techniques. Experienced in work methods and knowledge, skills and abilities that act as alternatives to traditional supervision, enabling the team as a whole to deliver improved quality, quantity, and timely services and/or work products to their customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
