The position is located at the Bureau of the Fiscal Service; Office of the Assistant Commissioner for Information & Security Services (ISS); Business Applications and Solutions Division (BASD), Branch to be determined, primarily providing software and data development services in support of Treasury and Fiscal Service programs.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Perform tasks involving the definition, design, development, enhancement, and/or maintenance of system software. The work includes defining and revising system requirements, system design, development, testing, documentation, implementation, maintenance, evaluation, and disposition. - Conduct problem resolution during all phases of the system development lifecycle. Discuss problems with Lead IT Specialists, management, customers, and staff as appropriate. Recommend solutions to software and data problems, and ensure they are resolved in a timely and accurate manner. - Serve as a technical point-of-contact with Fiscal Service and Fiscal Service customers. This includes participating with other support groups in areas such as incident/problem resolution, project planning and implementations, software and data design efforts, and operations and maintenance support. - Provide technical support pertaining to software development and data services. This includes providing technical guidance, and conducting research, training, consultation and additional support to other developers, other technology support staff, and customers on subjects such as application architecture and capabilities, platform alternatives, configuration alternatives, standards and procedures, and performance management. - Participate in the development and evaluation of the design strategy for assigned software development projects, leading to the development of programming specifications. The programming specifications include conceptual design, data design, architecture and framework design, user interface prototypes, and batch process design details.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks in order to provide IT services supporting system development and system enhancements. Examples of such experience for the GS-12 could include: - Experience using programming languages and frameworks such as Java, C/C++, JavaScript, or Angular JS, OR - Experience in defining, designing, coding, and testing enterprise systems using object-oriented design and development concepts. AND In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below. - Attention to Detail, such as developing and executing structured test and implementation plans. - Customer Service, such as determining if projected benefits have been achieved and the customer's expectations are being met. - Oral Communication, such as providing technical advice and assistance to division personnel in areas of IT systems development. - Problem Solving, such as recommending solutions to existing and identified problems, and ensuring problems are resolved in a timely and accurate manner. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-09 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks under clear guidance and with limited supervision in order to support senior IT specialists in system development and system enhancements. Examples of such experience for the GS-11 could include: - Experience following clear guidance or through limited supervision, using programming languages and frameworks such as Java, C/C++, JavaScript, or Angular JS, OR - Experience supporting senior IT specialists in defining, designing, coding, and testing enterprise systems using object-oriented design and development concepts. AND In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below. - Attention to Detail, such as ensuring security controls are incorporated in the system development. - Customer Service, such as participating in regular quality assurance post-implementation system reviews. - Oral Communication, such as sharing knowledge and expertise with other team members in technical areas for workgroup effectiveness. - Problem Solving, such as conducting problem resolution during application programming, testing, and post implementation production. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience for this position includes experience performing IT application software work which involves analyzing and refining system requirements, writing code, and testing applications. Examples of such experience for could include any of the following: - Experience in using software development principles, concepts, and theories of Information Technology and the standard practices to perform difficult, but well defined assignments; OR- Experience creating system requirements and testing applications; OR - Experience learning from senior IT specialists in defining, designing, coding, and testing enterprise systems; OR - Experience using programming languages and frameworks such as HTML, JavaScript, or CSS. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below. - Attention to Detail, such as developing and executing test and implementation plans for projects. - Customer Service, such as working with clients to determine if projected benefits have been achieved and the customers' expectations are being met. - Oral Communication, such as participating in team projects. - Problem Solving, such as conducting problem resolution of application or website programming. OR You may substitute education for specialized experience as follows: 2 full academic years of progressively higher graduate level education or Master's degree in computer science, engineering, information science, information systems, management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the field identified above and required the development or adaptation of applications, systems, or networks. For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 level in the Federal service. Specialized experience for this position includes experience following programming language procedures or guidelines and translating detailed steps into software code. Examples of such experience could include any of the following: - Experience using programming languages and frameworks such as HTML, JavaScript, or CSS; OR - Experience resolving issues in system requirements; OR - Experience in the software development lifecycle. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below. - Attention to Detail, such as developing plans for software projects. - Customer Service, such as assisting customers in their efforts to develop plans. - Oral Communication, such as sharing knowledge with other team members in technical areas - Problem Solving, such as helping to resolve problems as a team. OR You may substitute education for specialized experience as follows: 1 full year of graduate level education or superior academic achievement. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. Undergraduate or Graduate Education should be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. For the GS-07, you must have been at the GS-05 level for 52 weeks.
