This position is located in the Bureau of Oceans and International Environmental and Scientific Affairs, Financial Management Division. The Financial Management Division provides a comprehensive system of financial guidance/services ensuring effective management of the organizations funds throughout the fiscal lifecycle. The incumbent serves as a Grants Management Specialist providing oversight and financial management of grant payments awarded to non-profit organizations and other agencies.
Duties
Responsible for planning, directing, and executing grants, cooperative agreements, or other appropriate instruments, to non-profit organizations in support of Bureau of Democracy, Human Rights and Labor (DRL) foreign policy objectives.
Monitors and tracks DRL foreign assistance funding transferred to the bureau through the 632a transfer process and applies knowledge of the foreign assistance legislative authority to ensure compliance with all regulatory and legal requirements.
Establishes program monitoring and oversight procedures in accordance with Departmental and Federal laws and regulations to track the overall progress of foreign assistance funding from implementation to grant closeout.
Coordinates the processing and review of the grant award accounts established in multiple automated financial management systems and coordinates with program analysts on approval of disbursement transactions in automated payment management systems.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Analyzing grants applications including making assessments of a prospective awardee's eligibility and financial viability.
Experience tracking, reviewing and/or analyzing financial reports, performance reports and/or correspondence to identify financial and administrative problems/areas for corrective action of awarded contracts.
Experience working with grants financial management systems and/or automated financial management systems.
There is no substitute of education for specialized experience for the GS-13 position.
