You will serve as a MANAGEMENT ANALYST in the MANPOWER/PERSONNEL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will serve as an advisor for military manpower issues by providing policy, expertise, and technical guidance to subordinate commands and Directors and as liaison. You will act as technical advisor on panels and study groups established to consider manpower reductions, reorganizations, relocations, and collocations as they affect the staff and subordinate command. You will develop and review military studies and surveys. You will coordinate and implement manpower requirements determined by the Navy Short Manpower Requirements Determination Program (SMRDP) and Fleet Manpower Documents (FMD). You will develop recommendations relative to the efficient use of military manpower in expeditionary combat. You will develop analytical tools and techniques for measuring current and future trends and manpower scenarios. You will develop recommendations for implementations of assigned targets.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and comprehensive knowledge of Navy manpower programs (Active and Reserve Military, and Civilian). Experience and working knowledge of the Total Force Manpower Management System (TFMMS), Navy Manpower Programming Management System (NMPBS) to include Intelligent Workbook (IW), Business Intelligence Enterprise Edition (BIEE) and, UIC Management System (UMS). Experience and knowledge of Navy manpower and programs to be qualified: Manpower Change Request (MCR). Experience and knowledge of the Navy's Manpower, Personnel, Training, and Education (MPT&E) programs. Experience and ability to work independently performing the full range of non-supervisory duties within the manpower field. Experience and independently handle situations or assignments with minimal day-to-day instruction or supervision and receive general guidance and direction on new projects or assignment within established priorities and deadlines. Experience exercising independent judgment in selecting and applying appropriate work methods, procedures, techniques, and practices in accomplishing assigned duties and responsibilities.
