About the Position: Fort Bliss supports over 30,000 troops, and has undergone the largest post expansion in the Army. It is the home of the 1st Armored Division, FORSCOM deployable units, and has a full scope of base support elements. Duties
Ensures programs are closely monitored ensuring equitable and timely funds transfer and adjustment.
Performs resource management actions to ensure effective utilization of available funds.
Analyzes trends and developments in budget planning, programming and execution.
Reconciles contractual and supply system transactions with corresponding financial system transactions.
Reviews budget requests and analyses provided by Brigade (Military) Budget Officers and S4s, including training budget forecasts, mentoring, training, and input to their Commanders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a Secret security clearance.
- Must Obtain/maintain a Financial Management Certification Level 2 within 24 months of the entrance on duty.
- This position may require a one-year probationary period.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience GS-09: One year of specialized experience which includes 1) formulating budget estimates for an organization; and 2) utilizing automated systems to review budget data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes 1) monitoring obligations and/or expenditures of an annual budget; 2) preparing budget estimates for assigned programs; and 3) using automated financial systems to extract financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
