The primary purpose of this position, SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-11T12, is to serve as the maintenance directorate specialist for safety and occupational health programs. This includes program implementation, in-depth analysis, independent safety and occupational health, chemical and hazardous materials reviews, etc.

Duties

Conduct studies that are complicated by the need to consider and evaluate the impact of changes in regulatory requirements and long-range program goals. Manage the safety and occupational program for the Directorate of Maintenance. Perform inspections of facilities, equipment, and operations for which the directorate has responsibility, to ensure compliance with safety and occupational health regulations and the handling, storage and/or disposal of toxic chemicals, hazardous materials and/or hazardous wastes. Prepare the Product Divisions for the Annual Maintenance Standardization Evaluation (MSEP) inspection in areas related to safety and occupational health. Act as the Maintenance Directorate OPR for Safety and Occupational Health Program Directives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0018, Safety and Occupational Health Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITION: This position is a developmental (GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Creditable specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; and developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, in a field of study as listed in B above, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Creditable specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of environmental principles, practices, procedures, laws, regulations, current legislative issues, Center level, AFMC, AF, and DOD requirements, OSHA, AFOSH, DOT, EPA, and NRC regulations. Knowledge of requirements methodologies, techniques, and procedures pertinent to hazardous chemicals and toxic wastes. Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, current legislative issues, Center level, AFMC level, AF, and DOD requirements, OSHA, AFOSH, DOT, EPA, and NRC regulations. Knowledge of statistical analysis techniques. Knowledge of the organizational and functional responsibilities and operations of the maintenance Directorate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The employee performs moderately strenuous work involving some physical exertion, such as standing for long periods, bending and stooping lo observe and study work operations in an industrial, storage or comparable work area. WORK ENVIRONMENT: Work is primarily performed in an office setting. However, employee is required to be in areas where there is frequent exposure to hazards, unpleasantness and discomforts, moving machine parts, irritant chemicals, acid fumes, high levels of noise in industrial settings, high temperature in confined spaces, or adverse weather conditions. Exercises continuing responsibilities of safety conditions, procedures, and work practices employed with assigned areas of responsibility. Maybe required to use protective gear such as masks, goggles, gloves, and shields.
