You will serve as a Program Analyst in the Quality Assurance and Analysis Branch of the Lifting and Handling Department of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA.

Duties

You will research and analyze the various reports and documentation including Critique Reports, Navy Crane Center, NAVSEA Audit Reports and Code 723 Audit and Surveillance Reports. You will analyze functional area self-assessments and reports in order to develop identifying problem trends. You will develop identifying problem trends, annual audit and surveillance schedules targeting critical processes, programs affecting the use of operation of cranes in the shipyard. You will track, analyze and report department level metrics to senior managers making recommendations for additional surveillances and management focus. You will conduct independent analysis of department self-assessment reports in order to validate they are critical, and management is working on the right areas identified for improvement and are aligned with problems or causes. You will assist quality assurance in the development of attributes for scheduled surveillances and audits. You will build and maintain an attribute library that contains files on all subject matter for use when conducting audits and surveillances. You will prepare quality assurance reports containing metrics, summary of analysis and recommendations based on review of various program reports.

  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting qualitative and quantitative analysis of audits, surveillance or area self-assessment data to evaluate organizational effectiveness and identify trends to make recommendations for corrective actions.
