The primary purpose of this position: To serve as a senior U.S. Cyber Command regional analyst, subject matter expert, team lead, and planner for Department of Defense policy development and interpretation to support the J5's Theater Security Cooperation Planning mission. *** Salary ranges include local market supplements *** The organizational location of this position is: Plans & Policy Directorate (J5), United States Cyber Command, Ft George Meade, Maryland.

Duties

DUTY 1: Personally performs and leads other analysts in studies to determine gaps in existing theater security plans and identify the need for new or revised TCSPs to advise and assist leadership in compiling a comprehensive program and schedule of TSCP efforts to best meet DOD objectives and priorities. DUTY 2: Performs and leads complete studies of major scope, which typically require management and deconfliction of inputs provided by other analysts and by technical and functional SMEs or serves as an expert contributor to projects managed by others. DUTY 3: Contributes to contingency and crisis planning operations, peacetime exercises, and work groups that support implementation and subsequent refinement of TSCPs.

  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. This is a GG-13 position in the Cyber Excepted Services (CES). The GG-13 duties for the "Professional" category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and demonstrated ability to interpret, adapt, and apply regulations, policies, and processes governing the conduct of military/contingency and crisis action planning for cyberspace operations in order to operate network and information systems as well as to protect, detect and/or mitigate IT and cyberspace vulnerabilities. Recognized expert knowledge of theater security cooperation, including expert knowledge of DOD and Federal Government cyberspace issues, objectives, and operations relevant to international operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to conduct military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities. 2. Knowledge of DoD and Federal Government cyberspace issues, objectives and operations as well as regulations and policy directives governing planning of cyber operations. 3. Ability to apply quantitative techniques and develop, adapt, modify, and apply analytical analyses to solve problems or define and clarify alternative solutions to support leadership decision making. 4. Skill in applying analytical methods typically employed to support military planning, including the Joint Operational Planning Process (JOPP), and to justify recommended strategies and courses of action. 5. Knowledge of DOD processes and procedures governing implementation and execution of war plans, policy, guidance, strategy, agreements, and doctrine, including knowledge of stakeholder roles and responsibilities. 6. Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
