This position is located within the Safety Service at the VA Medical Center in Saginaw, Michigan. The primary purpose of this position is to improve the quality, efficiency, and effectiveness of administrative operations within the Service and supports a diverse array of clinical services with the primary responsibility of ensuring efficient daily operations.
Duties

Provides accurate and reliable advice on a wide range of administrative functions;
Conducts annual reviews and updates of position descriptions, functional statements, organizational charts, quality assurance and evaluations;
Assists with the preparation of performance standards and performance data;
Prepares requests and justifications for various personnel actions related to position management and recruitment;
Works with the Human Resource Management Service through recruitment, interviewing and selection of employees;
Coordinates and maintains records relating to award programs, training needs, budget, procurement, etc.;
Formulates and develops the budget for recurring expenditures to support service operations;
Performs work related to maintaining building operations including lease management, business operations, tracking requests, and adjusting operations during resource changes (i.e. emergency outages, equipment issues, etc.);
Completes policy, publications and standards reviews;
Identifies areas for process improvement and redesign initiatives and documents results in formal reports;
Recommends and/or implements changes for continued compliance;
Prepares reports for business process monitors, Joint Commission, Commission on Accreditation of Rehabilitation Facilities (CARF) requirements and VA Directives;
Serves as the budget manager for reviewing budgetary and procurement processes;
Implements procurement request through Federal Acquisition programs as Contractor Officer Representative (COR);
Participates in the development of strategic long-range planning to include plan analysis, determining the impact on administrative processes and the feasibility of making modifications;
Uses analytical and evaluative techniques to assess the effectiveness of results;
Develops and implements mechanisms to measure productivity and service level efficiency;
Completes all action items in a timely and accurate manner;
Performs other directly related duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, all applicants must meet one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes work performed that is associated with budget/fiscal management, human resources management, management/program analysis, office support services; prepares routine reports; knowledge and/or experience in human resource functions such as staffing recommendation, position reviews, performance rating process, etc.; assist with the management of a budget for a unit/section of an organization; monitors funds; knowledge of and/or experience with analyzing and evaluating techniques to determine the impact on administrative processes. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Driver's License Requirement: In addition to meeting one of the above, all applicants must possess a current valid state driver's license is required for traveling by government vehicle to Community Based Outpatient Clinics (CBOC) and Saginaw locations as a regular and recurring part of the duties of this position.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly administrative tasks. The position is located in a busy office environment with possibly a shared office. It requires sitting, walking, bending, and carrying light items (usually 30 lbs. or less). S/he is expected to be professional, controlled, and tactful during encounters throughout the facility and will need to be approachable to Veterans, Families and other staff members.
