About the Position: Serves as a Protocol Specialist and as such, plans, coordinates, and delivers protocol support to the US Army North (ARNORTH) as a member of the Executive Services. Incumbent provides advice, guidance, and assistance on all protocol, customs, courtesies, and proper etiquette for Distinguished Visitors (DVs) and events.
Position may be filled as a temporary promotion or detail NTE 3 years by a current permanent Army employee.
Duties
Manages records that track protocol events such as the Master Events Calendar that documents ARNORTH supported events.
Develops standard operating procedures, operational checklists, or instructions for the ARNORTH Protocol and visitors program.
Briefs personnel in detail on their respective responsibilities during the visit/event, various routes involved, and reporting times and locations.
Provides services required for the visitor in a schedule specifically tailored to fit both their needs and the needs of the organization.
Coordinates with commercial vendors or installation club managers in coordinating all aspects of social functions.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising and executing a full range of protocol matters to include proper etiquette and military customs and courtesies for distinguished visitors (Senior Government Civilians, General and foreign delegations) sufficient to plan, coordinate, and deliver ceremonies, social functions, and receptions held in honor of distinguished visitors; have a working knowledge of pertinent budgeting practices to monitor and document collections and expenditures; Knowledge and skill in applying analytical and evaluative planning methods, procedures, and techniques to conventional issues concerning the efficiency and effectiveness of protocol operations.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospitality Management, Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
