About the Position: Position may be filled as a temporary promotion or reassignment NTE 2 yrs. by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 yrs. and may be made permanent without further competition.
Position may be filled as a TERM appointment NTE 2 yrs. if candidate is not a current permanent Army employee. TERM appointments may be extended up to a maximum of 6 yrs. could be made permanent without further competition.
Duties
Takes actions to control costs and makes recommendations to reallocate resources to improve productivity.
Designs cost-management processes and uses appropriate costing methodologies to determine costs of activities on a regular basis for management information purposes.
Cost management analysis work to emphasize use of cost data for decision-making purposes.
Plans business operations using accounting and Management Information Systems (MISs) to facilitate Army operational functions by providing information managers can use to plan activities of the organization.
Serves as a Defense Travel System (DTS) administrator and Government Travel Card (GTC) coordinator for the Command and supported units.
Performs administrative functions to ensure appropriate training is available to Cost/Budget Analysts in the use of existing and newly fielded financial management systems.
Performs duties in accordance with guides regarding accounting policy, operations controls, and legal requirements pertaining to finance and accounting programs.
Executes a systematic set of procedures for reporting measurements using methods for reporting costs and comparing them with standard costs.
Track major funding issues for the organization by serving as the technical expert on all financial regulations.
Provide Cost/Budget advisory services for assigned portions of the command budget via reports, trend analysis, and other cost management products and techniques.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Temporary duty (TDY) business travel may be required up to 10% of the time. This does not include TDY associated with individual training or local travel.
- FINANCIAL MANAGEMENT LEVEL 2 CERTIFICATION - This position requires you to obtain and maintain a financial Management Level 2 certification within the required timeframe.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

1). Applying rules, regulations and policies; AND
2). Review/coordinate all actions necessary to ensure timely project closure; AND
3). Provide advice/assistance to program managers to aid cost management and execution of programs; AND
4). Utilize automated financial reporting systems to create reports.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. [Note: Remove the words "such as that identified in Education above" if the position you are filling does not require education in specific fields found in an Individual Occupational Requirement.] Superior Academic Achievement is based on:

GS-09: Specialized Experience: One year of specialized experience which includes:
1). Perform regular review of the assigned programs to identify excess funds or additional costs; AND
2). Analyze financial and cost data to advise management of problems, trends, or deviations from normal situations; AND
3). Participate in meetings to determine policy and procedures for new/changing mission; AND
4). Ability to communicate both orally and in writing to convey clear, concise advice to managers.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One-year specialized experience which includes:
1). Experience in administering, and monitoring expenditures to ensure cost-effective support of programs and policies; AND
2). Experience with cost planning, analysis, and reporting; utilizing cost management business processes and methodologies to analyze organizational activity costs; AND
3). Experience in utilizing budgeting/programming cycle to develop multi-year budget and program reports, plans and timetables for health and related issues: AND
4). Experience preparing papers and staff reports while organizing and delivering briefings to managers to ensure understanding and acceptance of findings and recommendations of cost management.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, General Business, Accounting and Finance.

1). Conducting Cost Benefit Analysis (CBAs) to verify appropriate Course of Action (COA) for mission requirements with the best use of available resources; AND
2). Implementing strategic cost management policy to support decision-making for resource reallocation to improve productivity; AND
3). Operating a travel management system (e.g. DTS, Citibank) to ensure compliance with policies and regulations; AND
4). Performing General Fund Enterprise Business System (GFEBS) to accurately measure the cost of command business processes to facilitate operational functions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (
GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (
GS-11).
