The position serves as the AEPU Program Manager for the Court Services and Offender Supervision Agency (CSOSA) within the Office of Behavioral Interventions (OBI). The incumbent has full oversight and responsibility for managing and directing the professional practice and clinical direction for the Assessment, Evaluation and Placement Unit (AEPU), located throughout CSOSA field locations.
Duties
Selects, implements, coordinates, monitors, documents, evaluates, and revises screener, assessment, evaluation, and program placement criteria as approved by the Deputy Associate Director of the Office of Behavioral Interventions.
Develops and manages assessment and evaluation schedules for multiple field locations. Ensures the need for re-screens, assessments, and evaluations are accurately identified, scheduled, and completed in a timely manner. Prioritizes placements based on risk.
Supervises a group of employees performing work at various levels. Provides administrative, clinical, and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
Coordinates with multiple agency program office representatives to address and resolve issues related to the selection and administration of screeners, assessments, evaluations, and placements for offenders. Serves as the primary liaison between CSOSA and external stakeholders, including the Courts, other federal agencies, and service providers to address and resolve all issues regarding offender screening, assessment, evaluation, and placement.
Serves as a source of information, advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. Consults with all-levels of management, headquarters personnel, other federal agencies, and commercial organizations. Establishes and maintains liaison with program directors and works closely with their representatives to ensure that concerns such as proper requirements definition and adequate funding are met.

- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).

Specialized Experience:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes identifying, monitoring, tracking, and analyzing assessment and evaluation outcome and utilization rules to ensure assessment and evaluation resources are managed effectively. Demonstrated experience using assessment and evaluation data to recommend enhancements, modifications and/or the elimination of screeners, assessments, evaluation tools and protocols associated with relevant interventions/programming. Meeting daily with supervisors/managers to prioritize follow-ups, difficult dispositions, tours of duty, schedules, etc.
