About the Position: Serves as the principal Subject Matter Expert (SME) for Electronic Warfare (EW) within the Information Warfare Division supporting the command EW officer and Section within the G 39 Directorate. This position is with the US Army Special Operations Command, DCS, G-3, Operations Division out of Fort Liberty, NC. This position is physically located in Fort Meade, MD.

Duties

Serves as the senior Electronic Warfare (EW) technical capability SME, reviews EW systems to integrate them with Joint Intelligence Surveillance and Reconnaissance (ISR) platforms and to identify materiel requirements. Serves as the technical lead for EW research and development programs within the Interagency and regularly briefs senior Intelligence Community personnel on the command’s EW efforts. Develops training for EW personnel on GSM and other communication network protocols. Serves as a source of continuity for the EW efforts of the command and leads multi-command/agency efforts to develop and maintain state-of the art training programs and facilities for EW within Army Special Operations Forces (ARSOF). Works with the division chief on day-to-day operations and planning for the employment of EW within the command’s mission areas Works with the Directorate of Intelligence to ensure that there is a systematic, long term programmatic approach to obtain useable, timely and accurate intelligence to support EW operations. Participates in the command EW Integrated Product Team (IPT) working with unit SME’s to identify requirements and prioritize development. In close coordination with DoD contracting officers, oversees the collection, analysis, and collation of data and information for multiple Milestone Decision Reviews. Applies expertise and professional and technical knowledge to analyze and maintain a continuing working knowledge of the content, scope and status of emerging science, technologies, engineering, and management concepts. Provides technical guidance to project officers and acquisition personnel continuously monitoring all projects to ensure technical development meets user requirements. Influences decisions at interagency, embassy, Service Headquarters, Combatant Command or JTF levels on matters regarding EW policy, funding/programming, and employment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has been designated "Weather Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent may be subject to short notice recall and must reside within a 50-mile radius of duty location.
  • In conformance with AR 600-500. Standard of Conduct for DA personnel, Paragraphs 3-1 and 3-2A, the incumbent of this position must file a Statement of Employment and Financial Interest.

Specialized Experience: One year of specialized experience which includes experience: 1) Advising on Electronic Warfare (EW) capabilities for a Special Operations military command (examples network survey, precision geo-location, direction finding, battlefield data recovery, denial-of-service, electronic countermeasures force protection (ECM-FP), and directed energy weapon). 2) Developing EW tools to geolocate and direction find various signals such as UHF, VHF, HF, HPCP, GSM, CDMA, UMTS, LTE, WIFI, SATCOM, TV, and Radio RF signals among others. 3) Interfacing with various national level and joint agencies to coordinate solutions to complex EW planning issues. 4) Provide training on EW operations tactics, techniques, and procedures. 5) Overseeing contracting procedures and the source selection evaluation process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 level).
