The primary purpose of this position is to provide public affairs advice, policy and program guidance for a FOA (MAJCOM-level responsibilities) planning, creating, editing and managing content for the command's public website, podcast platform and official social media platforms.
Duties
Responsible for providing news and information to DOD personnel, AFOSI employees, their families, law enforcement partners, retired AFOSI members, media outlets and other external publics.
Provides advice and assistance to PA supervisor, command project officers, program directors, and commanders throughout the command's worldwide locations regarding ongoing internal information and social media activities.
Responds to information requests on assigned programs from the news media, specialized groups, and/or general public; local, state, and federal elected officials; special interest groups, community, and civic organizations.
Performs a variety of specialized still photography requirements including, but not limited to, ceremonies, events, and other specialized work requests when required for additional support.

- Incumbent must live in the NCR (National Capital Region) area and will be expected to work daily at the Russell-Knox HQ AFOSI building at Quantico MCB Virginia 90% of the time

- This is not a training position. Incumbent is expected to be fully trained in the public affairs skills needed to support this position
- The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s)
- May occasionally be required to work other than normal duty hours
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Recall to duty may be a requirement of this position
- Must be able to obtain and maintain the appropriate security clearance
- This is a Centrally Managed Position in the Public Affairs Career Field and DNRP is authorized
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs Series 1035.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Manage a major command's (MAJCOM) public website, podcast site and social media sites, editing and publishing, graphic and photo design and usage, and makeup of various styles and formats of command external media sites and publications; Perform a variety of specialized still photography requirements including, but not limited to, ceremonies, events, and other specialized work requests; Respond to information requests on assigned programs from the news media, specialized groups, and/or general public; local, state, and federal elected officials; special interest groups, community, and civic organizations.; providing news and information to DOD personnel, AFOSI employees, their families, law enforcement partners, retired AFOSI members, media outlets and other external publics.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, principles, policies, and practices of the command's public affairs programs. Knowledge of written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities for a variety of audiences with different levels of understanding.
2. Knowledge of the principles of content management of the command's public website, podcast site and social media sites, editing and publishing, graphic and photo design and usage, and makeup of various styles and formats of command external media sites and publications. Knowledge of oral skills required for creating a podcast and skillfully edit the content to effectively reach. Skill as site and content manager for official Air Force public website, podcast platform, social media sites and management of the public affairs internal electronic records filing system.
3. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Skill in establishing effective working relationships with people sharing similar goals and interests.
4. Knowledge applicable to and skill in assessing public reaction and identifying extent of understanding achieved to evaluate effectiveness of information programs. Knowledge and skill sufficient for determining the appropriateness of elements of an internal information program recommended by higher headquarters and suggesting ways for improving future materials or adapting current materials to meet current needs more effectively.
5. Knowledge and skill sufficient for developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's various publics. Knowledge and skill sufficient for providing representatives of the print and broadcast media, trade associations, and industrial representatives with timely and accurate explanations of agency policies and regulations.
6. Knowledge and skill sufficient for using digital photography, videography and editing equipment for command news stories. Knowledge and skill needed to use of AFPIMS, DVIDS and social media platforms to post news stories, podcasts, and photos.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
