This position is located in the Department of Labor, (DOL), Employment and Training Administration (ETA), Office of Grants Management (OGM). The incumbent manages a small team of Grants Management Specialists who are responsible for administering grants and cooperative agreements for a group of assigned DOL programs. The incumbent serves as a Senior Grant Officer with signature authority for significant and complex federal assistance programs.
This position is outside the bargaining unit.
Duties
Oversees and manages federal assistance activities within the framework of policies and procedures outlined in relevant procurement and federal assistance regulations at the Federal, Department, and agency levels. This requires extensive knowledge and implementation of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; Final Rule (2 CFR Part 200), and DOL's adoption at 2 CFR 2900 (collectively referred to as the Uniform Guidance).
Reviews documents prepared by program offices that announce a funding opportunity, ensuring compliance with applicable statute and regulations. Manages the associated application submissions, which may include oversight of a competitive award process. Manages the review of submitted applications, including both cost and technical proposals.
Serves as a Grant Officer with signature authority for significant and complex federal assistance programs.
Reviews amendments to grants and cooperative agreements, ensuring the requested modifications, as well as the submitted budgets and plans, comply with applicable statutes and regulations. Ensures timely review and award issuance.
Provides guidance to program officials, staff and grant recipients in the interpretation, application, and implementation of applicable laws and regulations, policies, procedures, and practices pertaining to all aspects of the grants program activity (e.g., grant planning, administration, termination, and closeout).
Performs the full range of supervisory responsibilities, less than 20% of the time, for a unit of Grants Management Specialists in the Office of Grants Management who are responsible for administering grants and cooperative agreements for a group of assigned Department of Labor (DOL) programs. Examples of these responsibilities include communicating strategic plans, coaching subordinates, planning subordinate work, identifying subordinate training needs, and evaluating subordinate work.
Provides training and orientation for the grantee community, as needed. Explains and interprets grant concepts and policies to leadership. Provides training and expertise in area of responsibilities.
Attends meetings with management to participate in the formulating of improvement plans and strategies. Prepares oral and written briefings, providing recommended courses of action for management to follow.
Develops policies and procedures that regulate and facilitate the provision of procurement and federal assistance services.
Responds to official written inquiries from members of Congress, other federal agencies and instrumentalities of Federal Government, public and private organizations, and interested citizens concerning specific questions about individual grants managed and/or general questions about the intricacies of grants management and federal assistance.

Qualifications

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, which is a GS-13 position in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience must demonstrate significant involvement in the following activities:
Serving as a lead/subject matter expert in implementing and managing grants/cooperative agreements for specific programs;
Performing grant administration tasks for programs using grants/cooperative agreements; and
Performing pre-award activities for programs using grants/cooperative agreements.
Education
There is no education substitution at the GS-14 level.
