You will serve as a Supervisory Financial Management Analyst in the Supervisors of Shipbuilding (SUPSHIP) Management Department, Industrial Operations Directorate of NAVSEA HQ FIELD SUPPORT.
Duties
You will be responsible for the coordination, formulation and justification of SUPSHIP community strategic plans, policies, budgets, manning, and funding execution.
You will serve as a senior technical authority and expert advisor with responsibility for overall management and administration of organizational programs/projects.
You will plan and direct all resources in support of the SUPSHIPs.
You will develop and implement financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources to achieve the organization's mission.
You will review execution documents/reports using available financial management systems.
You will direct and perform continuing program execution review, analysis, and appraisal of the major operating and support programs within the organization.
You will manage the generation and implementation of new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs.
You will review and approve input for budget exhibits and budget justifications for submittal to the Navy Comptroller.
You will provide interpretive and analytical advice on financial transactions and program execution
You will establish work assignments to be accomplished by the employees.
You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.
You will evaluate employee performance and recommend appropriate incentives.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing the budgeting or financial management activities (e.g., policy review, development and implementation, financial planning and execution, budget analysis, development and execution, financial data analysis, audits, strategic planning, funding requirements, or financial reporting) of an organization to ensure compliance with financial directives, principles, policies, or procedures.
