The primary purpose of this position is to serve as a security specialist, providing advice, support and effective management of security related programs, providing information, industrial, and personnel security program functions in support of the installation.
Duties
Implement and administer Personnel and Information Security Programs for the installation.
Administer the Industrial Security Program.
Serve as an authority and expert on all matters involving security requirements, policy, procedures, and program status.
Assist base unit and staff agency security managers in implementing security education and motivation programs.
Accomplish detailed studies of functional areas, process, and facilities to form a basis for input to various integrated long-range plans.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing occurs during inspections of numerous organizations' security programs. The inspections are not conducted under arduous conditions.
- WORK ENVIRONMENT: The work is performed in an office setting. Most inspections are also conducted in office settings. Some duties may require access to areas of the Complex requiring necessary precautions regarding fumes, noise, eye hazards, etc.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-7
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes: knowledge of an extensive body of security rules, procedures, and operations sufficient to support the organizations mission and objectives.
OR
EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: Using knowledge of security policy requirements and procedures to provide recommendations for making decisions and policy development on short and long-term security planning.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: developing, evaluating, maintaining, and/or operating systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials; developing and implementing policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work sites.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
Skill in developing, analyzing, and evaluating security programs to accomplish broad studies, meet mission requirements and improve the security program functions.
Ability to independently gather, analyze, and present data and supporting analysis in an organized manner to recommend resolution of difficult and complex security problems.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
