You will serve as a CONCEPTS & INNOVATION ANALYST in CONCEPTS AND CONOPS DIVISION, DOCTRINE DEPARTMENT within NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will assist the Division Chief to manage a team established to tackle concept and innovation development, special projects and/or resolve contentious innovative ideas issues. You will coordinate and analyze the efforts of approximately six complex projects that are being accomplished at the same time. You will serve as a point of contact to coordinate and document innovations and concepts from naval and joint sources that are associated with the team projects. You will coordinate and be involved in the structure and schooling of experiments or war games to test concepts, CONOPS and doctrine. You will provide analysis and quality assurance support to their assigned division objectives. You will coordinate team membership and plan and schedule team meetings, workshops, and war games. You will be a Subject Matter Expert (SME) to the team on the process for development, review, evaluation and maintenance of joint, combined naval and Navy concepts, CONOPS and concept development experiments. You will monitor the concept/CONOPS development library and Fleet Information Management You will provide technical review of team projects and be aware of emerging development in doctrine and tactics, techniques and procedures (TTP).

• Work is sedentary. There is, however, a moderate stress environment with some irregular working hours.
• Incumbent may be required to perform TAD onboard U.S. Navy ships and other locations for observation/evaluation purposes. Travel may exceed 10% of work time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and knowledge of a variety of concept, CONOPS, and doctrine publications/studies developed by other stakeholders including: PRAs, WCOEs, Navy schools, U.S. Fleet Forces, allies and partners and other external sources. Experience and understanding of sequence and timing of key program events and milestones, decision methods, and alternative approaches in order to achieve required mission objectives. Experience and knowledge of NWDC's mission, program goals, and objectives; Experience and knowledge of Doctrine Department and subordinate branches; knowledge of relationships with other programs and key administrative support functions within the activity and in other agencies. Experience and knowledge of DoN Information technology policies, standards, procedures and practices. Experience and knowledge and skills in project management and in technical leadership including the ability to plan, organize, and direct team study work. Experience and Expert skills in fact-finding and investigative techniques, including skill in application of a wide range of methods for the assessment and improvement of program effectiveness or improvement of management systems. Experience and extensive knowledge of the major issues, program goals/objectives of two or more of the following warfare areas: integrated air and missile defense (IAMD), antisubmarine warfare (ASW), mine warfare (MW), electronic warfare (EW), surface warfare (SUW), air warfare (AW), strike warfare, and cyber warfare and/or experience and expertise with the system of systems and family of systems that enable network based mission command and control.
